MENDOCINO INDIAN RESERVATION, CA — August 27, 2026 — Agency Tribal Nations, through its Head Chief and Tribal Council, today enacted Act No. NFM-2026-001, effective immediately, ACT OF DECLARATION OF BREACH OF CONTRACT AND NON-COMPLIANCE
BY THE NATIONAL FEDERATION OF MENDOCINO AND THE
MENDOCINO CALIFORNIA AGENCY TRIBAL NATIONS
AGAINST THE UNITED STATES OF AMERICA
WHEREAS, the United States of America has refused, failed, and neglected to effect the immediate, complete, and peaceful release of Lady Olivia: Mallonee and Lord Devin: Christian James Mallonee within the time specified in Resolution No. ATN-2026-033; and
WHEREAS, the National Federation of Mendocino and the Mendocino California Agency Tribal Nations are recognized under federal law as sovereign governmental entities, exercising authority pursuant to the Indian Self-Determination and Education Assistance Act (Public Law 93-638), treaty-based obligations recognized under federal trust doctrine, and constitutional authority;
